Brought up in Fleetwood, Lancashire, on the Southern shore of Morecambe Bay, he completed secondary education in 1965 and under went a three year full time course at The Nautical College, Fleetwood, before commencing a career as a Merchant Navy Radio & Electronics Officer.
Stephen holds a Ph.D in the Computer Science of Telematics, an M.Sc in Information Systems and a B.Sc (Hons) in Electronics with Computing.
